Paving road to safety with biometric solution in Brazil

The background

Since the beginning of the 20th century, Brazilian citizens have used ID cards. The decision by the Brazilian government to adopt fingerprint-based biometrics was spearheaded by group of scientists who invented sophisticated ten-print classification ahead of its time.

By 2000, each state in Brazil was allowed to print its own ID cards that are fully digitized using a 2D bar code with information that matched with the ID holder. i.e. a color photo image, a signature, two fingerprints, and other census data. Additionally, Brazilian government also developed and deployed electronic passport with ICAO E-passport standard that stored ten-print biometric information in 2005.
As a part of strict enforcement of driver’s license program, the Brazilian Government loaded extensive set of personal information on the driver’s license card. When applying for a license, applicants had to go through all 45 hours of skill, knowledge and medical tests.

To ensure validity and eliminate any possible fraud of proxy testing, the DETRAN (Brazilian Dept. of Transport) decided to implemented fingerprint authentication program on the driving tests.
 

The Challenges

From September 2008, fingerprint identification has been applied to students and instructors of Driver Training Centers (CFCs) in Parana, The idea was to control the driving instruction lesson schedule between students and instructors, and prevent potential fraud by having another person impersonating identity.

The goal of DETRAN project was to implement fingerprint live-scan system that can obtain & verify attendees’ fingerprints across driving institutes nationwide. The initial pilot project was scheduled to launch at Parana State in Southern Brazil.

With the live scanners stationed at every driving institutes across the state, the attendees recorded their time attendance information through the device via fingerprint information. The live scanners had to be approved technically by Brazilian Government through set of internal tests and the vendor also had to be qualified and capable of providing services at local level.
 

The Solution.

For DETRAN Parana’s trainee time attendance system, Xperix supplied over 500 units of RealScan-S live Scanner for statewide deployment.

RealScan-S is a single print compact live scanner featuring high speed image processing and superb image flat and rolled image from live fingers, and installation is very simple as only one USB connection to PC for both data transfer and power. RealScan-S also provides high quality image capturing for wet and dry fingers, and extra-wide platen for user’s convenience.
 

The Results

Biometrics has also been evaluated in a positive manner by Valquiria Bruning Chimentao from Rhab Auto School. “We always work as should, but we know that not at all acted well. With biometrics, there’s no possibility of fraud and that leaves our students and instructors much safer,” said Valquiria.
